Building Committee
The St. Andrews Bay Yacht Club Building Committee was appointed by the Commodore and serves at the pleasure of the Board of Governors. The Building Committee reports regularly to the Board and all major decisions are brought to the Board or its Executive Committee. Each member of the Building Committee offers expertise that is particularly valuable as we navigate the rebuilding of the Club. Together, the members of this committee are a dream team imminently qualified to head up the rebuilding of our Club. We are very grateful for their service!
Building Committee Members

Brian Neubauer
Brian Neubauer is the chairman of the Building Committee. Brian has a master’s degree in urban planning and holds multiple certifications and licenses in real estate, including designation as a Certified Commercial Investment Manager. He has served on the Panama City Planning Board for over six years. He is a licensed General Contractor. In addition to his ongoing construction projects, Brian works as Vice President of Neubauer Real Estate Company. Brian is a member of our Club’s Board of Governors and in 2024 serves as Vice-Commodore.

Bill Barnes
Bill Barnes has more than forty years experience as a professional architect and is registered to practice in Florida, Alabama, and Georgia. He has an extensive portfolio of both commercial and residential projects, with a current emphasis in residential, interior and landscape design. Prior to obtaining his architecture degree from Auburn University, Bill served in the U.S. Navy.

Amanda Byers
Amanda Byers is an Optometrist providing eye care to patients in Bay County for almost 15 years. She and her husband have done renovations on both commercial and residential properties in Panama City. She is active in the community as a long-time member of the Junior League, and she currently serves on the Executive Board for Life Management Center. She has been a member of the Board of Governors since 2022. As a mother of two young daughters, Dr. Byers will help the committee stay mindful of the concerns and desires of the many young families who are such an active part of our Club.

Robert Carroll
Robert Carroll has a degree in Civil Engineering from FSU. For over twenty years, Robert and his business partner have owned and operated McNeill Carroll Engineering, a full service consulting firm specializing in civil engineering, water & wastewater systems, stormwater management, transportation infrastructure, and site planning. He serves as a member of the Bay County Board of County Commissioners, representing District 2, a position to which he was first elected in 2016.

Will Cramer
Will Cramer was the Club’s 2023 Commodore, and has served several terms on the Board of Governors, including as Treasurer. He is Chief Financial Officer of Bill Cramer Chevrolet Cadillac Buick GMC, and the co-owner of Cramer Marine & Outdoor. Will has served in numerous leadership roles throughout our community, including as the 2019 Chairperson of the Bay County Chamber of Commerce. Will and his family have a long history of leadership within the Club; in addition to Will, Will’s brother, father and grandfather have also served as Commodores of the Club.

Richard Dodd
Richard Dodd has a degree in Civil Engineering and also a Masters in Business Administration. He acheived the status of a Florida Licensed Professional Engineer, Florida Certified Underground Contractor, as well as Certified General Contractor in Florida, Alabama, Georgia, South Carolina, and Mississippi. After over twenty years as president and co-owner of a regional construction firm, in 2013 Richard launched ReliantSouth Construction Group. Richard has served several terms on our Club’s Board of Governors and was Commodore of the Club in 2015.

Randall McElheney
Randall McElheney is a pharmacist and businessman. As the owner of several nursing homes and other businesses, he has been involved in numerous complex construction projects. Randall is a current member of our Club’s Board of Governors and served as the Club’s Commodore in 1997.

Doug Sale
Doug Sale has been an attorney in Bay County for over 48 years. He has a particular expertise in municipal law, including land use, planning and zoning. Doug has been active in the Yacht Club his entire life; in fact, Doug’s father, Thomas Sale, and his uncle and namesake, Douglas Sale, were charter members of the Club. Doug has served several terms on the Board of Governors and was Commodore of the Club in 2008.

Carly Sostheim
Carly Sostheim is a real estate agent, specializing in waterfront homes and new developments. She is also a real estate investor. Prior to her career in real estate, Carly worked for ten years as Director of Membership for a collection of private member clubs on 30A: Watersound Beach Club, Camp Creek Golf and Shark’s Tooth Golf Club. She was instrumental in new member development, member recruitment and overall member satisfaction. Carly has been a member of our Club’s Board of Governors since 2021.

Lauren Presser
Lauren Presser is the Marketing Director and Library Media Specialist at Holy Nativity Episcopal School. She is a member of the Board of Governors, as well as Chairman of our Club’s Communications Committee. Lauren will be serving on the Building Committee with a focus on streamlining communications to our members about the progress of our rebuild.

Gene White
Gene White is the General Manager and Executive Chef of the Club. He was raised in Panama City, and trained as a chef with Chef Philippe at Edgewater Beach & Golf Resort for fifteen years. He joined the Yacht Club staff in 2021. Gene is a near constant presence at the Club and has personally overseen making our “temporary” home in the Sailing Center incredibly functional and comfortable. With his extensive experience in the hospitality industry, Gene’s input will help ensure that the newly rebuilt Club is not only welcoming to our members and guests, but operationally functional, as well.

Michael Wynn
Michael Wynn is the 2024 Commodore of St. Andrews Bay Yacht Club and serves as an ex-officio member of the Building Committee. Michael is an attorney with expertise in corporate and consumer bankruptcy, as well as commercial business law. He is the founder of the law firm Wynn & Associates.
